CIP Checks and Balances War Room Will Fight Trump Admin Efforts to Utilize Impoundments to Consolidate Executive Power

Washington, D.C. — Today, Donald Trump will be sworn in as President of the United States. In response, Congressional Integrity Project senior advisor, Kyle Herrig, has issued the following statement on behalf of the Checks and Balances War Room:

“During his first term as President, Donald Trump was impeached for his failed attempt to exploit impoundments for personal gain. His second term poses an even greater threat — not only did Trump campaign on using this unconstitutional maneuver to wrest power away from Congress, his nominee for OMB director Russ Vought wrote the playbook on executive overreach using impoundments. The CIP Checks and Balances War Room is committed to resisting this administration’s efforts to undermine the system of checks and balances and concentrate power in the hands of the Executive Office. We will continue our efforts against impoundments and work to protect the integrity of our democratic institutions.”

Impoundment occurs when the president declines to spend money Congress has appropriated and enacted into law. This practice has always been unconstitutional, supported by the 1974 Impoundment Control Act. During the 2024 presidential campaign, Trump has made the power of impoundment a priority in his agenda.
